The Partnership Agreement has been prepared in order to establish partnership between Frontex and the Law Enforcement School of Szeged for supporting training activities envisaged in the Regulation on Frontex.

The Partnership Agreement took effect on 06 February 2017 and will expire on 31 December 2020. The Partnership Academies network plays an essential role in promoting excellence in the field of border and coast guard education and training by maintaining efficient cooperation with the European law enforcement stakeholders.

The aims of the Partnership Academies network are the following:
– promote a set of shared standards, values and practices in the education and training of European border and coast guards;
– promote close cooperation with Frontex and the other Partnership Academies by which the program supports international partnership and national efforts in favour of education and training system modernization;
– optimization the use of available resources for education and training.

To reach the objectives above we boost cooperation in the following fields:

  • Information exchange / resource sharing

  • Building training capacity

  • Integration of SQF at a national level

  • Exchange Mobility

  • Training Development

  • Frontex training delivery

For our institution signing the Partnership Agreement is of utmost importance since this is the first time the Agency has had a Partnership Academy in Hungary. We hope that it will open the way to Europe and perform even better in the field of national and international border guard training.

Infrastructure

On the street level there are two classrooms, with the capacity of 15 participant. The classrooms’ traverse can be opened to double capacity. Two digital boards, two TVs, and PCs help the trainer’s job. PC and accessories are provided to every participant.

The street level houses the tactical room (here two cameras allows us to record the training exercises), the lounge, and the dining room, too. On the first and second floors there are the rooms with two beds in each. We can accomodate 34 people, and each room has its own shower and lavatory. On the first floor one kitchenette serves the participants’ conveniences.

On the second floor (attic level) there is a library, the trainer’s rooms and a terrace

NATIONAL HEADQUARTERS BORDER GUARD TRAINING CENTRE TRAINING OFFERS

  • Border check training – 60 points

    Duration of the training: 60 lessons (22 learning units)
    Theory-practice proportion: 12/48 lessons (20-80%)

    The aim of the training is that the participant is able to carry out tasks in connection with border check. During his activity the participant uses the technical devices which are necessary to perform his duty in a proper way, he fulfils his tasks in compliance with legal norms. He carries out database control and uses the supporting professional systems on skilled level. During the training the participants receive complex theoretical and practical education. As a result, they solve a previously adjusted fictive situation related to border check.

  • Use of Technical Equipment for Border Guard Patrols – 30 points

    Duration of the training: 30 lessons (10 learning units)
    Theory-practice proportion: 10/20 lessons (33-67%)

    The aim of the training is that the participant is able to use the technical devices applied in patrol duty effectively during his border policing tasks. In the course of the training, during the theoretical and practical lessons the technical parameters of movement-hampering, penetration- signalling and detection devices and their operating principles are taught.

  • Elementary English Course

    Duration of the training: 120 lessons (11 learning units)
    Theory-practice proportion: 24/96 lessons (20-80%)

    Aim of the English course: to prepare the participants for the basic level (A2) language examination.

  • Fundamental Rights Training – for Border Guards – 30 points

    Duration of the training: 30 lessons (8 learning units)
    Theory-practice proportion: 14/16 lessons (46-54%)

    The aim of the training is that the participants identify themselves with the importance of fundamental rights during border guard policing. With varied training methods the aim of the training is that through “self-studying” the members of the group should face the contradiction of those measures which show lack of assertion of fundamental rights, and through case studies they should get to know the real situations in contradiction with wide-spread false ideas. By the end of the training the participants will be able to act in a sensitive way having respect for the assertion of fundamental rights during border guarding measures.

  • Methods of Vehicle Identification – 30 points

    Duration of the training: 30 lessons (8 learning units)
    Theory-practice proportion: 10/20 lessons (33-67%)

    The aim of the training is that the participants execute the identification of the vehicles effectively. During their measure they should take into consideration the assertion of fundamental rights and have to apply the monitoring systems effectively. The aim is to adopt and intensify the skills which result in secure and professional measures, and also to promote the checking of stolen and manipulated vehicles that are expectable on higher level in real situations. The participants of the training intensify their acquired theoretical knowledge in practical occupations thus they improve the success of the later measures.

  • Advanced English Course

    Duration of the training: 240 lessons (15 learning units)
    Theory-practice proportion: 48/192 lessons (20-80%)

    Aim of the English course: to prepare the participants for the basic level (B1) language examination. Above this they will be able to understand slow and clear every day speech about well-known topics (e.g. family, housing, spare time, workplace, etc.), and the professional speech of the police.

  • Border Police Procedural Law Studies – 30 points

    Duration of the training: 30 lessons (9 learning units)
    Theory-practice proportion: 16/14 lessons (53/47%)

    The aim of the training is that the participants receive up-to-date knowledge for the execution of the measures which are necessary by the most common offences and crimes during their duty. They can take effective steps against the committers of illegal acts, and they are able to conduct the procedures by applying the effective legal regulations in a professional, lawful manner.

  • Further Training for Border Guard Trainers – 20 points

    Duration of the training: 20 lessons (7 learning units)
    Theory-practice proportion: 6/14 lessons (30/70 %)

    The aim of the training is that the trainers working on border policing special field obtain methodological and professional knowledge which help them with the creation of richness of the educational culture, with the unified legal interpretation of alteration of the legal regulations, thus raising the standard of border policing professional training.

  • Further Training for Border Guard Leaders – 20 points

    Duration of the training: 20 lessons (8 learning units)
    Theory-practice proportion: 4/16 lessons (20/80 %)

    The aim of the training is to help with the work of the border policing leader staff by transmitting of up-to-date leadership knowledge. They should be able to communicate effectively in different situations, identify problems, recognize decision-solution alternatives and effectively assert leadership objectives.

  • Alien Policing Officer Course – 30 points

    Duration of the training: 30 lessons (9 learning units)
    Theory-practice proportion: 8/22 lessons (25-75%)

    The aim of the training is that the border policeman – who does not perform his duty on alien policing special field – is able to cooperate in the execution of primary alien policing procedures, to fulfil certain procedural activities independently while respecting the fundamental rights.

  • Border Guard Measure Tactical Training – 60 points

    Duration of the training: 60 lessons (23 learning units)
    Theory-practice proportion: 7/53 lessons (12-88%)

    The aim of the training is that the participants become capable of the tactical managing of incalculable, complicated or unpredictable situations. The purpose is to create and intensify skills which result in safe and professional measures and promote the situational management of using of firearms expected at a higher level, in real situation.

  • Methods of Drug Recognition and Detection of Smuggling – 30 points

    Duration of the training: 30 lessons (10 learning units)
    Theory-practice proportion: 14/16 lessons (46/54%)

    The aim of the training is to refresh the participants’ knowledge with the continuously changing experiences beyond maintaining their knowledge, creating the proper practice during the measures against drug users and the specific steps against drug smuggling in the course of practical task solution.

  • Communication Training – 30 points

    Duration of the training: 30 lessons (15 learning units)
    Theory-practice proportion: 8/22 lessons (27-73%)

    The aim of the training is to create a safe ground – fundamentally based on situation practice and with the method of experiential learning – for effective communication. The participant should be able to recognise the most adequate measure-related communication solutions and their effective expedient applications.

  • Conflict and Stress Management Training – 30 points

    Duration of the training: 30 lessons (12 learning units)
    Theory-practice proportion: 6/24 lessons (20/80 %)

    The aim of the training is that by conveying up-to-date knowledge and techniques it should enable the participants to recognise their own conflict managing strategy and their way of application, while contributing to the increased effectiveness of police measures and the proper creation of measurement culture.

  • Migration and Cross – Border Crime – 30 points

    Duration of the training: 30 lessons (11 learning units)
    Theory-practice proportion: 15/15 lessons (50-50%)

    The aim of the training is to convey knowledge about the phenomenon of – legal and irregular – migration, its geopolitical causes and social effects which serve the actions against organised crime settling on migration.

  • Methodology of Interception of Large Groups of Irregular Migrants – 30 points

    Duration of the training: 30 lessons (10 learning units)
    Theory-practice proportion: 14/16 lessons (46-54%)

    The aim of the training is that the participant can execute the interception in an effective and secure way, and handle large groups of irregular migrants. He takes into consideration the assertion of fundamental rights during his measure, applies the hygienic defender devices effectively and recognises the contiguous diseases. The aim is to create and intensify the skills which result in secure and professional measures, and promote the interception of a large group of irregular migrants in an unpredictable, real situation.

  • Document Expertise – 60 points

    Duration of the training: 60 lessons (21 learning units)
    Theory-practice proportion: 12/48 lessons (20-80%)

    The aim of the training is to create and intensify the skills which result in making professional documentation and the creation of expertise, in addition to promote the knowledge of documents on a higher level. During the training the participants fulfil a complex task concerning a false/ forged/fictive document the result of which is the execution of a complete document examination, documentation and the preparation of the related expertise.

  • Document Knowledge – 30 points

    Duration of the training: 30 lessons (13 learning units)
    Theory-practice proportion: 8/22 lessons (25-75%)

    The aim of the training is that the participant is able to recognise the usual safety signs of (traveller) documents, and the recognisable signs of commitment of basic document falsification. During his activity he carries out document examination concerning its originality, and carries out documentation tasks in case of false, forged or fictive documents with the help of appropriate technical and informatics devices. He can use the document registering professional systems and their modules on a skilled level.

  • Police Ethics – 30 points

    Duration of the training: 30 lessons (10 learning units)
    Theory-practice proportion: 6/24 lessons (20-80%)

    The aim of the training is that the staff working on border policing field understands the ethical requirements of the policing job and the importance of their assertion and they identify themselves with these aims. The participants of the training have to learn, beyond the inland ethical regulation, the recommendation system of the European Code of Police Ethics and they have to identify themselves with the service-concept policing model. The training places specific emphasis on the police ethical norms which can be experienced on the border guarding special field in multicultural environment.

  • Tactics of Search and Safety Procedures – 30 points

    Duration of the training: 30 lessons (11 learning units)
    Theory-practice proportion: 10/20 lessons (33-67%)

    The aim of the training is that the participants become able to the lawful, professional and safe execution of searching of clothes, luggage and vehicle, even in incalculable or unpredictable situations. The aim is that the participants choose the method of the forthcoming searches independently in a proper way, which also guarantees their personal safety and the assertion of the fundamental rights.

  • Schengen Border Control Knowledge – 30 points

    Duration of the training: 30 lessons (12 learning units)
    Theory-practice proportion: 8/22 lessons (25-75%)

    The aim of the training is that the participant is able to carry out measures in connection with border policing and independent execution of certain procedural acts having respect for the fundamental rights. During local administration the participant uses the necessary technical devices in a proper way, fulfils his activity according to legal norms. He executes database control and uses the supporting professional systems at a skilled level.

  • Identifying Potential Terrorists – 30 points

    Duration of the training: 30 lessons (12 learning units)
    Theory-practice proportion: 20/10 lessons (66/34%)

    The aim of the training is that in order to maintain the order of the state border and prevent crimes the border guard on duty already “on the first step” is able to identify the persons out of the irregular migrants who endanger Hungary’s security. He should obtain the basic knowledge which enables him to recognize and identify the persons who represent prominent risk with big certainty while he is in possession of the procedural protocol used in such cases.
